NEM Rakyat
The Programme NEM Rakyat is one of the categories of NEM 3.0, scheduled to run from 2021 to 2023. It is created primarily to address the needs of domestic consumers with installed solar PV systems in their respective premises. Through the NEM Rakyat arrangement, domestic consumers will utilize primarily the energy source coming from solar PV installations, with the excess transported to the grid via a 1:1 offset arrangement.
The allocation for the Programme NEM Rakyat is 100MWac. Single-phase capacity limit is at 4kWac, while three-phase limit is at 10kWac.
Checklist of requirements for a Programme NEM Rakyat application (individual):
- Electricity bill for the past 3 months, clear copy.
- Supply meter document with meter serial number, clear copy.
- Clear front and back MyKaD copies, which must also indicate the same account holder for SESB or TNB.
- Clear copy of documents indicating proof-of-ownership and right of use, such as land title, sales and purchase agreement, or lease agreement.
- Duly signed ERS NEM quotation or proposal
- Completed and signed SEDA NEM application form (Part 1A, Section 2.1 and 2.2)
- Completed and signed SEDA NEM application form (Part 6 Declaration for NEM application)
- Completed TNB NEM application form (two sets and Part 4 NEM Consumer’s Declaration)
- Two sets of NEM Rakyat Programme Contract (14 pages, initials visible on each of the page’s bottom right corner)

- Certificate of Registration/ Certificate of Incorporation
- Duly filled-up SEDA NEM application form (Part 1B, Section 2.1 and 2.2)
- Completed and signed SEDA NEM application form (Part 6 Declaration for NEM Non-Individual application)
- Two sets of completed and signed TNB NEM application form (Part 4 NEM Consumer’s Declaration)
- Two sets of NEM Rakyat Programme contract (14 pages, initials visible on each of the page’s bottom right corner).
- Completed and signed ERS NEM quotation or proposal.
